You need to have at least two villagers that are both willing to breed and in close proximity to each other. You'll know you've given them enough when a shower of hearts radiates from them. You can also throw food at villagers, which makes them willing to breed. Villagers can actually pick things up as they go about their day, and you'll notice that occasionally villagers will actually throw things like food at each other.
